Circle is a digital asset financial platform. It provides the users with a set of tools that allows them to trade (Circle Trade), perform transactions (Circle Pay) or invest in cryptocurrencies (Circle Invest). Circle is a regulated Money Transmitter with a BitLicense for virtual currency exchange, so it is an open financial book. Before USDC can be used, the associated USD is deposited with one of its accredited bank partners — and it publishes those holdings regularly to verify the 1:1 ratio.
The USDC is an Ethereum-based (ERC-20) cryptocurrency. It is a stable coin attached to the US Dollar value in a 1:1 ratio. The USDC can be used on the Circle available features and services as a mean of payment. Note that as a fully collateralized stablecoin, the supply is determined by the USD deposits being taken on issuing services such as circle.com/usdc.
